It is possible that there is an issue with the WP Cron on your site. You can try to change the scheduler to CR Cron and send the review reminder again.

I see there that order notes are displaying the reminder, and It’s scheduled in reviews> reminders too.
It’s like all works good, but when I try to clic “send now” on reminders, website is not sending, but “test” in settings works
