No tabs and missing Feed to Post plugin

Hello,
1) The tab WP RSS Aggregator is missing the tabs at the top ‘General’, ‘Settings’, ‘Feed to Post’, Licenses’.
2) The WP RSS Feed to Post plugin doesn’t show in my is not showing up in the admin.
