New subdirectory not showing

When I try to add a new site it shows the site as being created, get an email notification and the folder in the root directory is created but empty.
Primary site is http://vntoastmaster.com without www as is the sub site http://vntoastmasters.com/fsofttoastmasters/
I checked config.php and .htaccess and both are set up correctly for sub-directory.
My godaddy host is using php 5.0
What am I doing wrong?
