Update:
Clarificatio: I meant to say that images open in the current tab, not in a new one.
Did a lot of testing. Looked at my adblocker, whitelisted the WP Photon CDN’s.
Installed other lightboxes and the same kind of behaviour can be observed, but not always exactly the same. Difficult to put my finger on it. At some point also on Opera the lightbox started to fail.
I’m starting to think the issue is not with your plug-in but with WordPress/Jetpack itself. Maybe something in the way they offload their files over several CDN’s.
Feel free to browse a post containing a gallery and see what happens.

Latest test:
Using Firefox (my main browser)
Activated the Twenty Nineteen theme.
Opened a Private Browser Window: lightbox fails
Started Chrome browser, open a post, lightbox fails
Logged into the site: lightbox works
Opened an Incognito Window: lightbox fails
Seems safe to say it’s not a theme issue (child theme of Fotografie)
WP_DEBUG shows nada.

Yet another update:
After reading Jetpack’s the support forum, I decided to perform another test.
In this temporary post, I added a Classic Block and inside that I put both an image and a Jetpack Tiled Mosaic Gallery.
After logging out, I observe the following:
Firefox – Mac: image shows no lightbox, gallery shows lightbox;
Chrome – Mac: image shows no lightbox, gallery shows lightbox;
Safari – Mac: image shows no lightbox, gallery shows lightbox;
Opera – Mac: both image and gallery show lightbox;
Opera – Windows: image shows no lightbox, gallery shows lightbox.
I’m definitely starting to suspect Jetpack/Wordpress/Gutenberg messing things up, maybe combined with specific browser issues. I’ve done all tests with and without running browser plug-ins.
Right now, I can’t think of anything else I can test on my end.
