Need help with wrong VAT in cart

Hello,

I am having an annoying issue with the wrong VAT showing up in the cart.

You can see in this video: https://www.loom.com/share/d0a5a7fe479c420094f8a4352574e0bf (using plug in https://wordpress.org/plugins/health-check/ in storefront theme) the following:

-I have set up all my VAT standard tax rates for countries in the EU
-I switched the name from VAT to MwSt. ONLY for Germany (DE) which is 19%
-The tax rate for some reason shows up as 16% MwSt.!

As I disabled all plug ins (except for woocommerce) and using theme storefront to test this, this must be coming from the woocommerce side?
