Mutlisite Issues

So since the begining there are have been some weird issues with multi-site that I am wondering if they can be addressed.
I want to network activate the plugin so that it is available to all the sites in the network.
However even though it appears to network activate, in the network plugins page it never says that it is activated.
Any thoughts?
Second issue..
One of the sites can create resumes, however when attempting to publically view the resumes it will say “page not found”
However it seems to be able to view resumes on the other sites. However I don’t know if any updates have been made to these other sites that have resumes that are viewable at the moment.
Any thoughts?
In addition I can’t network de-activate the plugin because in the network plugin page it doesn’t say it is network activated (even though it is)
When going to a sub site plugin page it says it is activated, so there is no way to manually activate the plugin for each site for testing. That said I would rather not do that and have the network activation work.
