Are you using a 3th party shipping plugin for this “Charged Freight” calculation or a flat rate formula as shown in the example’s here: https://woocommerce.com/document/flat-rate-shipping/ ?

So it seems you are using a 3th party shipping plugin on top of the normal WooCommerce shipping features. You have installed a WooCommerce table rate shipping plugin (and not a flat rate formula).
Now the WooCommerce table rate plugin happens to be one of the plugins that is supported by us. We have copied your table rate settings on one of our test websites and it actually works as expected and adds shipping costs to the feed.
Now when, for example, you created a feed for the country “Netherlands” you need to make sure that your shipping zone is also for the Netherlands, otherwise the plugin does not know what shipping zone and methods to pick. Did you do so? Also, make sure you add a shipping cost field mapping as described here: https://adtribes.io/add-shipping-costs-google-shopping-feed/
When you do all of that the plugin will add shipping costs to your feed.

So let’s assume you are creating a feed for the Netherlands:

Than you need to make sure you have a shipping zone for the Netherlands too:
