Thanks for the reports!
Regarding Issue 1, the Fluent Forms blocked message formatting has already been fixed in version 3.0.4.
Regarding Issue 2, the number displayed in the dashboard represents the number of new spam logs since the last time you visited the Spam Log page. For example, if you see the number 2 in the dashboard, it means there are 2 new spam entries to review.
Once you open the Spam Log page, the counter resets and the number disappears. This is intentional behavior, as the counter is meant to serve as an indication that there are new spam entries that you haven’t checked yet.
This was a feature requested by many users and was introduced in version 3.0.4.
Regarding the missing Expand all button: if there is nothing to expand, the button will not be displayed, which is expected behavior. The button is only displayed when there are log entries that actually have content that needs to be expanded.

Well noted,
“Regarding the missing Expand all button: if there is nothing to expand, the button will not be displayed”, this design is prone to confusion. The button should always be displayed. If there is no content to expand, the button should be grayed out and non-clickable.
