That is because translation is now done by WordPress itself. If your WP is set in the correct language, it should be translated automatically (I have not tested it since I don’t use translation myself).
Note that there is a template in the plugin options. WordPress Admin -> Settings -> Useronline, some strings there might be in English.
Is your language there? https://translate.wordpress.org/projects/wp-plugins/wp-useronline. It must be 100% in order to be available.

My WP installation is in Hebrew as it worked before and I also changed the template to Hebrew as well but not all the word are in the template.

It is possible to download the wp-plugins-wp-useronline-stable-ru.po file from the translation server. Can it be placed somewhere in the wordpress installation to translate WP-UserOnline? Where exactly if this is possible?
