I tried using the form on your site, and it seems to be working properly. I subscribed to your blog, and you can now see my email address in your subscriber list.
It’s worth noting that confirmation emails are only sent once, so if you previously attempted to subscribe but never clicked on the link in the confirmation email, you won’t receive a new email if you use the subscription form again today.

Are you saying there is some sort of timeout before a second attempt to subscribe will result in a confirmation email, or are you saying there is no second chance if the first confirmation email is lost?

There is no timeout, and there won’t be a second chance to trigger a confirmation email.
I realize that’s not ideal, and we’re actually working on a fix to allow folks to sign up again, and trigger a new confirmation email. Until we get that fixed, I’m afraid the only way to confirm your subscription would be to go to the Subscriptions page on WordPress.com and validate your pending subscription there.
Thanks Jeremy, but it’s a bit of a catch-22: my subscribers are mostly elderly and not computer-comfortable, and having lost the confirmation email my average user will not know how to get to the subscription page. I don’t even know which ones tried to subscribe, so I can’t help individuals.
