Are you logged into the admin dashboard for http://psv.europole.org/ when you click that link in the email?
The WordPress.com account that owns the Jetpack connection for http://psv.europole.org/ also owns the connection for http://www.botstem.eu/, so it could be that the wires are crossed somehow. See if disconnecting and reconnecting Jetpack on both those sites help.
But you can also just go to the settings page directly using the menu in WP-Admin ->Settings ->Discussion, which will take you to http://psv.europole.org/wp-admin/options-discussion.php

Do you have those settings set to receive notifications of new emails or not? I understood the crux of your post to be that you’re having trouble disabling those notifications, but you disable them at that link you should stop receiving them for that site. The link in the email is not the only way to do this.
Are you saying that you’re still receiving notifications in spite of that option being disabled on the Discussion Settings page?
Or is the only issue here the link in the email directing you to the wrong site? If you right-click on the Discussion Settings link in the email and select Copy Link Location, what is the URL that’s copied?

So the link in the email is correct.
If the link in the email was wrong, that would point to an issue with Jetpack. But it’s the right link, and is only being redirected after you click it, a process that has nothing to do with Jetpack.
That redirection is either happening in your browser, in which case clearing the browser cache might help, or it’s happening on your server, and the only way I can think of how that could happen was if the sites were linked somehow. Are these sites by any chance part of a multisite network?
