Also, when I look at the Jetpack short code description, I don’t see instagram in the list.

Do you use any browser extension or anti virus software that may block access to Instagram? Things like Ad-block or anti-tracking extensions could have this effect, for example.

Jeremy, as far as I can tell, nothing is blocked. I have tried putting in the stock Instagram embed code (using the blockquotes, etc) and their embed works fine.
I’ve submitted a ticket to the contact form you mentioned. I’ve given you a URL to look at as well as admin access. Jetpack is enabled with only the short code module enabled.
I’ve tested this with twenty fifteen already – so please don’t change the theme. (I don’t want to setup the menus and sidebars again…).

In the meantime, could you check if you experience similar issues when switching to a different browser?
I’ve tested Chrome, Firefox, Safari – all on Mac. I don’t think this is a javascript issue.

I had this problem at my site too, but while making some tests i found that if i paste the instagram url without www it works, at your case like this:
https://instagram.com/p/-psOo_N9ko/
and not
https://www.instagram.com/p/-psOo_N9ko/
but another problem that i never find a solution it is embedding facebook videos. It is working for facebook photos or posts but not for videos.
and another problem that i have is when i want to embed a dailymail video. If i paste the embed code of a dailymail video from my administrator account at my wordpress site it works, but when i paste as a author account it doesn’t work.
