Are you guys using HTTPS in admin and using Chrome? I noticed the same problem with mine a while back and today decided to look into it.
When you are editing a page, hit F12 and go to the Console tab. Then go back to editing your page and click the Shortcoder. In the console, you should see something like “Mixed Content: The page at ‘https://www.YOURDOMAIN.com/wp-admin/post.php?post=1234&action=edit’ was loaded over HTTPS, but requested an insecure script ‘http://ajax.googleapis.com/ajax/libs/jquery/1/jquery.min.js’. This request has been blocked; the content must be served over HTTPS.”
To fix this problem (at least if this is your same issue), in your WordPress Admin, go to Plugins, scroll down to Shortcoder, then click “Edit“: https://www.YOURDOMAIN.com/wp-admin/plugin-editor.php?file=shortcoder%2Fshortcoder.php
Click “shortcoder/sc-insert.php” on the right under “Plugin Files”. Within that file, find “<script src=”http://ajax.googleapis.com/ajax/libs/jquery/1/jquery.min.js”></script>”.
Add the s in http in that link so it should look like this: https://ajax.googleapis.com/ajax/libs/jquery/1/jquery.min.js
Click the Update File button at the bottom and test inserting the Shortcoder to see if it works. You will need to reload your edit page of course.
In the future when you update the plugin you will need to do this again unless the author makes this change if possible.

I can’t check now, but indeed it might be a https / mixed content issue for me as well. Thanks for the hints !
