    I am trying to produce your error but had no luck till now.
    In a file encoded with utf without BOM i put the following line:
    Cécile,2014-12-11,test@email.com,
    and it worked. I read that the fputcsv function is affected by the locale setting. In my system the locale is C, please go to file class-birthdays-widget-settings.php in line 614 (if you have vesrion 1.6.5) and please add the following code:
    echo setlocale(LC_ALL, 0);
    then go to the import page and paste here the outcome.

    The outcome is “C”, just like you… but still won’t load accents.

    It was an encoding issue. To all users: Please when importing use a file encoded in UTF-8 without BOM.
