After uploading the image, I can see it was compressed and resized to match my max width: https://snipboard.io/DkpMzg.jpg
Could you try rechecking with a new file and seeing if the resize is still not working? In case it’s not, make sure you deactivate any plugins that may have image optimization features to avoid a conflict with the plugin.

1. I did not use any other image optimization plugin since Smush claimed can compress & resize to fulfill all what I needed. I am confident there is no conflict with the plugin.
2. I tried several images, all images are still in full size & with little 0.6 ~2% compressed [ https://drive.google.com/file/d/11GwQZYt6GzsxQy9YZOzqvYEI5LyYO9rg/view?usp=sharing ]

Could you share a screenshot of one of the images to verify if the dimension is matching what you currently have as limits? The reason I ask is that the recent screenshot you share shows “Full” but this is referring to the original full size image which Smush does not compress with the free version. Smush will compress the thumbnails generated by WordPress set within your theme configuration.
Are you perhaps using Smush Pro?
