Well, the buttons don’t show up unless you hover your mouse over the image URLs that you find in media library.
No. On the Edit Media page, as explained in the codex (https://codex.wordpress.org/Edit_Media#Edit_Image), there is a “Edit Image” button underneath the image itself.
In my installation, that button doesn’t exist. The Edit Media codex page doesn’t mention anything about needing to hover over any URLs. And I cannot get the button to appear by hovering over anything.

What browser are you using? I’d like you to turn on the javascript console while you try to load the edit page.
Ok. Turn on FireBug and then go the the image edit page. Set FB for console, show errors and see if you get any.
Also, could you post a url for your site?
Firebug is showing no errors.

Any closer to an answer yet?
Have you tried to reinstall WordPress manually from a freshly downloaded copy except wp-content. Do not overwrite files/ folders but delete them before reinstalling.
Backup your site including database first.
As I said in my original post, “I did a manual update using [the instructions in the codex].” That included backing up the database and deleting the files before reinstalling.

The error message posted by you shows your WordPress installation still has problems like corrupt/incomplete files. That’s why I asked you to manually reinstall WordPress again in my last post. Have you done that?

OK — I have reinstalled WordPress from a fresh download once again. The problem remains.
I think it safe to conclude that this is NOT a problem with a corrupt file. So how do I figure this out?

If you are still having the same problem, deactivate all plugins, switch to Twenty Twelve theme and see if you find the image editing button.
