That’s very odd. If the plugin is not active, no plugin events should occur at all.
Did you perhaps receive an email very shortly after having removed the plugin from the site?
If so, it is possible the email cron had already triggered before you deactivated the plugin, and the email may have just been delayed by connection/ISP bottlenecks, or stuck in your client’s queue, etc.

Can you please install the wp control plugin https://wordpress.org/plugins/wp-crontrol/ and verify if any Cron was left https://monosnap.com/file/ZmFaF2Hsp6rL6jEYWy6FIBYJuUG6ff ?
If so, remove the old cronjobs for the Broken Link Checker.

In this case, it shouldn’t trigger any event and could be any delayed email, just in case can you confirm no code was left in wp-content > plugins > broken-link-checker or wp-content > mu-plugins related to Broken Link Checker?
If the issue persists, try to reinstall the plugin, disable the notifications and remove it back.
