How to add css files?

As I understand it, any .css files added to Chameleon need to be under http://”site name”/home/wp-content/themes/”theme name”/
My question is how do I get them in there? So far I’ve only been able to upload .css files into my uploads file, and Chameleon won’t let me use that file extension. Please help.
