    Where is a section that gives step-by-step instructions on how to use this plugin? I cannot find instructions anywhere.

    Hiya,

    A lot of information can be found in the WordPress.org Support Team Handbook, but there are also various other resources out there like GiveWP and Yoast.

    Other than that, the site health it self is accessed by clicking the “Health Check” link in your admin menu (you will see it at the top with Dashboard and the Updates page).
