Having difficulty connecting website to Jetpack

Dear Jetpack Support,
Recently, I transferred a development site in place of my live site. Before doing so, I disconnected and deactivated the Jetpack account.
The migration went well and the new site is now live at http://www.TeacherCast.net.
However, the last remaining issue to solve is the issue that Jetpack is not able to connect with the plugin and I can’t login with the new website.
When I try and connect I get this error message:
Your website needs to be publicly accessible to use Jetpack: site_inaccessible
Error Details: The Jetpack server was unable to communicate with your site [HTTP 403]. Ask your web host if they allow connections from WordPress.com. If you need further assistance, contact Jetpack Support: http://jetpack.me/support/I have deactivated all of my plugins and that didn’t work. I have also contacted BlueHost and they told me that my site was infact active.
Would someone be able to help me connect Jetpack to the new site?
