    There is no filter hook.

    The filtering of the plugin load filter is a special plugin called “must use plugin`” that works before the regular plugin is enabled.

    In other words, if you try to filter hook from a regular plugin, you will not be able to hook from a regular plugin because the plugin-enabled filtering has already been completed.
