• The plugin works fine, except there appears to be 2 systems at work…
    1. The physical location of the file to import (eg /wordpress/wp-content/uploads)
    2. The location the media library thinks it is (eg /wordpress/wp-content/uploads/2017/03)

I expected the file to be physically moved to the subdirectory (2).

In the event the file you’re importing is within the uploads directory (For example, wp-content/uploads/filename.jpg or wp-content/uploads/2016/09/filename.jpg) the file is intentionally not moved and a record in WordPress should be created to match it.

Is the import not working for you? What happens when you import the file? What are your media upload settings set to?
