Broken Link Checker uses a 3rd party API to scan sites. If BLC has issues scanning links from your site, pointing to your site, then you may have a Firewall that is blocking the connection. Please check here how to fix that:

In the other hand, if Broken Link Checker throws an error when trying to check a link pointing to another site, the owners of that site may have a Firewall blocking the connection too. In any of those cases, the plugin may indicate that the connection was forbidden with the error 403.
