Just to check further the cause, try creating a new cart page with no other modifications or text apart from the [woocommerce_cart] shortcode. Assign it as the cart page from WooCommerce → Settings → Advanced. From there repeat adding and removing the coupon code to see if the issue persists.
If the issue persists, kindly try doing a full conflict test to see if you can narrow down to the cause of the issue.

PS i’ve tried the test and also in that page the error occurs.
Every update of the page to insert the promo code but also to remove it or any change and refresh of the page as change of the quantity i want to buy create the duplicates, and every time a new cart block it’s added.

You can add any products, then you can insert this code mtfirst10 to simulate a purchase, you will see that after refresh the cart box will be 2.
If you delete the promo code the page refresh and you will see 4 box.

I have tested this in a fresh WooCommerce installation and I could not reproduce the same issue. So it’s likely caused by your theme or plugins.
Just to clarify, were you able to run a conflict test? (switch your theme to Storefront, deactivate all plugins except for WooCommerce, and check if the issue is still there.)
If the issue still persists with the Storefront theme and other plugins disabled, please share a copy of your site’s System Status so we can take a further look. You can find it via WooCommerce > Status. Select “Get system report” and then “Copy for support”. Once you’ve done that, paste it here in your response.

Looking at your site for us I can see the same behaviour as you describe displaying on the cart page.

I’ve performed some cross-testing for us today on several of my sites which have the latest versions of WordPress, WooCommerce and our free Storefront theme as the only enabled software. When doing so I’ve not been able to replicate any similar behaviour with cart duplications related to coupons being added or removed.

The results of this testing indicate that what your experiencing is isolated to something other than the WooCommerce plugin itself on your particular WordPress installation.
It’s likely to be could be code from another plugin or theme which has caused a possible conflict and affected the functionality of WooCommerce. it could also be the page builder plugin your using on the cart page of your site.
To see if that is the case we’d suggest carrying out a conflict test on your site by disabling all other plugins aside from WooCommerce along with switching to a theme like Storefront. This will help with trying to and locate what software you have installed which could possibly be causing this behaviour? You could use a free plugin called Health Check and Troubleshooting to carry out such testing.
When in Troubleshooting mode all plugins will be deactivated and only the admin of the site carrying out the troubleshooting would see those changes. Any customers visiting the site would see no changes at all.
Once you have disabled all other plugins and switched theme if the behaviour is resolved you can then enabled your theme and sites plugins testing after each one is enabled until the behaviour returns to locate the culprit.
