better-search has a .pot file
wp-content/plugins/better-search

I have been able to solve m,y problems with:
bbpress-improved-statistics-users-online
by deleting the default:
wp-content/plugins/bbpress-improved-statistics-users-online/bbpress-improved-statistics-users-online.pot
and creating a new one with Loco Translate, which saved itself at the same location.
Then I created a new language which saved itself at:
wp-content/languages/plugins/bbpress-improved-statistics-users-online-fr_FR.mo
wp-content/languages/plugins/bbpress-improved-statistics-users-online-fr_FR.po
I have the feeling that some plugins have bad headers in their .pot files.

Curious behaviour. Thanks for the update.
Trying to do the same with avada main file, but does not work…
I deleted the .pot file, opened the .po with Loco translate, try a save, then I checked in the avada folder, and no .pot file was created.
Seems avada does not like plugins to modify their files…
And when I try to download a .po or .pot through loco translate, I get a forbidden error.
