The core “WP Responsive etc” plugin does not have email notifications, but you can sign up for a free subscription. That gives you 4 free additional plugins, one of which is email notifications, and that works fine for me.
I tried JS Support tickets. As you say the UI is cluttered and a lot of the options are Pro. Pity they can’t be hidden.
