Default Priority & Default Category preselected

It is possible to set default Category and default Priority as a preselected value instead of force customers to select(now nothing is preselected, so they always choose “High” at Priority).
In my experience if customers are forced to select a priority(as long as preselected is empty field) they always choose “High”. Any other Support Desk let you set as default a preselected at Priority for example “Medium” and if customers want to change will change.
