Default Date/Time Offset keeps changing

I mainly need to delete posts at the same time on the following day so the default Time/Date Offest is handy. I think it worked initially but can’t quite remember when the following issue started cropping up:
Under Settings > General tab, I have the Default Date/Time Offset set to: +1 day 6:30 pm
The preview displays the results as expected and if I click Save Changes and create a new post or edit an existing one, it appears to work when I tick “Enable Future Action”. That is, it will insert tomorrow’s date at 6.30pm by default.
However, the next time I log in to my WordPress backend to create a new post, it reverts back to a default of 7.30pm for some reason. So I have to either manually enter the time, or go back to Settings > General and click Save Changes again, which only works immediately and again, reverts back to 7.30pm next time I try to post. So it kind of defeats the purpose!
I’m currently on version 4.9.4 but this has been happening through the last few updates.
