Add From Server, and most WordPress.org hosted plugins now accept translations through https://translate.wordpress.org/ only.
I’ve gone ahead and imported your proposed translations to https://translate.wordpress.org/projects/wp-plugins/add-from-server as waiting, this means that one of the Czech translation team will need to review it before it gets released. I noticed a few problems with HTML tags(spaces in closing tags for example).
I notice you’ve suggested a few Czech translations for plugins too – Thanks! You should consider getting involved with the local Czech translation teams, which would also allow you to translate plugins on translate.wordpress.org without reviews needed, see https://make.wordpress.org/polyglots/ for some more details on how to join the Polyglots team
