I need to install the plugin before I create products or I can create products and then install the plugin and duplicate the products?

You can do it as you see fit.
Both ways are possible.
Or you can consider using this: https://wpml.org/documentation/related-projects/woocommerce-multilingual/displaying-untranslated-products-in-secondary-languages/
To display products in both languages – no duplication or translation necessary.

Thanks, the shop not going to have lot of products and I need to display the products on each language.
There is a guide for your plugin?
