Can you show a screenshot of all the settings on that one coupon? Does it happen when you create a new one too?
I also tried creating a new coupon code with the same settings. I got the same message.
I have taken screenshots of the 3 settings screens for the coupon but I don’t know how to attach/insert them here.
You can use something like imgur, pastebin or snag.gy
I misread your initial issue. Apologies. There was a glitch that we discovered last week regarding manual orders. Give me a few to find that thread.

Can you confirm whether the manual order you are trying to create is for a “guest” user?
As Stef mentioned, there’s an open bug report in WooCommerce, where coupon codes cannot be added to orders created manually. This is only happening when the order is created for a guest user, and not when a customer account is linked to it.
So, if this is indeed the issue you are experiencing, I’m afraid we’ll have to ask for a bit more patience. Keep an eye out for any future WooCommerce updates, as that’s how the issue will be addressed.

Thank you Stef and Fernando. It was indeed for a guest user. I have tried assigning it to a registered user and this worked fine. Thanks again for your help.
