I wonder if a part of your theme or one of your widgets may add an extra layer on top of the whole page on your site, thus stopping anyone from clicking on that button.
Could you try to switch to one of the default themes, like Twenty Sixteen, for a few minutes, and let me know if it helps?

It looks like a minify plugin like BWP Minify is causing this issue. I suggest trying to switch to one of the default themes, like Twenty Sixteen, disable other plugins to see if the issue persists.
