Basicly there is no up to date tagging or language fiels here:

WordPress develops the language specific files another way – I think
I suggest you to use the plugins, but download the language files yourself:
http://codex.wordpress.org/WordPress_in_Your_Language
copy wp-content/languages/ to your installation

The compatibility issue has been fixed at version 1.3.11
Seem like WP translators stopped to upload files to http://svn.automattic.com/wordpress-i18n/

I would suggest to ask the polyglot list about.
As far as I know, the file creation should be automatic and should generate it at wp.org backends. But it may have been changed.
So this may lead to an alternative way getting the file(s):
– my plugin has to validate the availability of wordpress install zip
– list all possible zip based languages
– download and extract of lang files contained.
I have to think about this in terms of speed and reliability.
I personally download the localized wp zip
and extract the wp-content/languages folder into the current installation
like: http://cs.wordpress.org/wordpress-3.5.2-cs_CZ.zip
