I have the same problem in chrome, safari and firefox, – sorry what do you mean by disabling the visual editing on the user?

If I open a user to edit it, At the top there is a checkbox “Disable the visual editor when writing” or something similar, above the selection of colourschedule for admin panel.
I’m using a swedish version so my translation might not be exact.

Please check to see if there are any javascript errors in the browser console.
Also, please verify that you’re not using some sort of caching mechanism to concatenate javascript or css files – those can product unexpected results.
Finally, can you check to see if this behavior persists when you disable other plugins and switch to the 2015/16 theme?
