That message shows up when WPML is not activated, or in the rare case that the folder name for the WPML plugin is incorrect on your setup.
Can you verify that the plugin ‘WPML Multilingual CMS’ is activated, and the following file exists; sitepress-multilingual-cms/sitepress.php?
This plugin does not add a widget, but adds a drop down on every existing widget, containing the languages where you want to display the widget for.
(WPML does need to be active, so as long as you see that message the plugin will not display the drop downs)

And I have no way of activating it. Please help.

If you don’t have that folder/file you probably haven’t got WPML installed, which is required for this plugin to work.
Please visit http://wpml.org/ for more information about the WPML plugin (I’ve got no affiliation and are not part of their product/service or what so ever)
Once you’ve installed and activated that plugin, WPML Widgets will work for you 😉

Check that your WPML plugin folder is named just sitepress-multilingual-cms. I had the same problem until I saw my folder was named sitepress-multilingual-cms.3.1.8.5 so I just changed it to sitepress-multilingual-cms and Jeroen’s plugin then worked.
