can't find "enabled" radio button

Hi,

I have installed 2.0.3.1 version. There is no “enabled” radio button in the General settings page. I have read in a guide that should appear just after “donation” checkbox, but it really doesn’t.

Sorry if it is a silly question, but pardon I am a beginner.
