Jetpack needs to be able to access your site’s XML-RPC file and homepage in order to connect to the site. Is your proxy blocking access to either of those things?

Ultimately, you’ll want to make sure your proxy isn’t blocking Jetpack from accessing the site’s XML-RPC file or homepage. Otherwise, Jetpack will not be able to connect.
