there could be conflict or something (did you check DevTools Console for any errors)?
What could you try:
1. Disable all plugins (just leave WooCommerce and Giftable)
2. Change theme and try (try with StoreFront free theme)
3. Check Chrome DevTools for console errors
I tried disabling all of the plugins, but it still does the same thing. I have worked hard to get my website to look as it does. I do not want to ruin it by changing the theme and risk losing all of that. What is DevTools?

If you did it the right way (let’s say used Theme and Child-theme) you will not lose your data, but that’s part where we cant help.
0. Backup Your Website
1. You can clone Website (Files & Database) and check there
1.1 Clone Website – Duplicator plugin
2. Debuggin in WordPress
3. Chrome DevTools console
4. Maybe you have something blocking that link (ModSecurity etc..) for that you can ask Hosting provider about that
I will note minimum requirements:
1. PHP minimum version is 5.6 (It will not work with less than 5.6)
2. WooCommerce minimum version is 3.0.0

OK! I got it working!!! Seems the problem is not with my website, but is instead with my web browser. When I used Chrome to access my admin area, I was able to set my conditions. Are you aware of any problems with the Explorer web browser? Or a setting that needs adjusting on IE? Please do belittle my use of Explorer. It is what have to use where I am.
