This may be a plugin or theme conflict. Please attempt to disable all plugins, and use one of the default (Twenty*) themes. If the problem goes away, enable them one by one to identify the source of your troubles.
If you can install plugins, install “Health Check”: https://wordpress.org/plugins/health-check/ On the troubleshooting tab, you can click the button to disable all plugins and change the theme for you, while you’re still logged in, without affecting normal visitors to your site.

I cannot follow your tips, because I cannot login to the site…
I have deleted all plugins, and removed all themes except twenty*, and also uploaded a new wp-login.php but I still get the error:

Try to Update your wp-login file with default WordPress wp-login file.
As I wrote earlier, I have downloaded and installed a new wp-login.php in the directory…

Sorry if the suggestion didn’t work. In most of the case, it is due to some conflict.
It is difficult to say what can be the root cause of this problem.
Maybe it can due to the problem with core files try to install your themes and plugins in Fresh WordPress Install if that helps.
Or kindly wait if someone else reviews this and has some better solution to this.
