I found the missing subscribers on the expanded stats page; however, there are 5-6 people listed under the “team” tab on the followers page. They are listed as subscribers but the page almost makes it look as though they have the ability to make posts if I allowed them to. I’m confused.
Jetpack Subscribers and Registered Users are indeed different. Those 5-6 people you see in the “team” tab are not Jetpack followers; they actually registered and created an account on your site via this page:

They cannot write posts on your site, but they do have an account. If you don’t need people to have an account on your site, or if you’re having trouble with people creating accounts on your WordPress site, you’ll need to address this by going to Settings > General in your dashboard, and disable registrations there.
Jetpack subscribers, on the other hand, do not have an account on your site. They only receive an email about each one of your posts, or can read in the WordPress.com Reader.
