For the welcome ticket, do you intend for it to be used as just a welcome message; or do you mean that it should open a new ticket in the user’s name and an agent on your side will reply to it? (It may be helpful to flesh out what this welcome ticket will be used for and I can help you find the best way to accomplish your need)
Hello… I want the ticket to be in the users “My Ticket” section to provide them with a welcoming ticket upon registering… Something that they can reply to

There’s an add-on which allows you to automate tickets, by using the scheduled tickets add-on. You can configure there how often or when tickets can be sent to clients. You can find out more information in the link below:

To add on to what @yeisonbp said; you can also use the “Notifications” add-on to create a welcome message when a new user signs up.
