After Submission Behavior Options Not Working

Have you configured multiple submission behaviors?

When setting up multiple submission behaviors, you’ll need to configure the conditional logic for each one. If you don’t, only the first submission behavior will be processed. You’ll see a notice appear in this section if you forget to set up your conditions: https://prnt.sc/Owis9UyWPAzr

I hope things are going well for you.

The problem was that the Phone (phone-1) field previously existed, and the condition is stored in the redirect Behaviour
"conditions":[{"element_id":"phone-1","rule":"is_not","value":"0"}]}]
I would recommend that you re-add the phone-1 field and remove the condition from the redirection; that can help resolve the issue, or you can create the same form.
