Ability for front-end user submissions to table data?

Say for example we want to have a table that shows the top ten best movies of all time. We want users to be able to submit their suggestion for best movie via front-end and pending-admin moderation, it will be added to the list of movies. In the list of movies there is a vote-up/like button next to each movie. Users can vote-up movies and movies can be sorted by most-voted or alphabetically. This functionality can be used for many topics to create user generated top ten lists. Similar to Ranker website but much simpler interface.

Can this plugin or pro plugin do what I’m describing?
Any ideas on this are appreciated.
