I contact my host. She increased disk space.
I then was able to find db_version and change it to 20596. The Database Update Required no longer appeared.
I had another Warning-Fatal error and was able to adjust in admin.php.
Now getting-
Parse error: syntax error, unexpected T_IF in /home/lisasart/public_html/blog/wp-admin/admin.php on line 71
Some other posts say this is a hack. How/ Can one confirm?
if I did editing in admin.php would it show up as a hack, or did I already get hacked- or not?
I’ll go through steps- feels like- again.

No. You are NOT HACKED. It seems only your theme twenty-eleven has some problems. Download a fresh copy and replace the current copy with that. I think it should solve the problem.
I have downloaded and uploaded WP 3.4 at least twice, today. Extracted files.
Deleted previous files of wp, then loaded WP 3.4 and blog backup content files.
I continue to get Warning and Fatal errors.

Line 21 is a blank line in the file I found – setting.php.

sigh, I don’t understand. I’ve done these 3 steps over and over
switching to the Twenty Eleven theme by renaming your current theme’s folder inside wp-content/themes and adding “-old” to the end of the folder name using FTP or whatever file management application your host provides.
– resetting the plugins folder by FTP or phpMyAdmin.
– re-uploading all files & folders – except the wp-content folder – from a fresh download of your current version of WordPress.

Re-upload a fresh, unpacked, copy of the Twenty Eleven folder to wp-content/themes using FTP or whatever file management application your host provides.

Then re-uploading all files & folders – except the wp-content folder – from a fresh download of WordPress.
Did what you suggested-twice to make sure download went well.
-download zip 3.4.1., and twentyeleven. Extract files to folder.
using Filezilla
-deleted wp-admin and wp-include
-uploaded wp-admin and wp-include
-add twentyeleven to theme folder
-also check in phpadmin- adjusted name to http://www.lisasart.com/blog/. I had changed it to http://www.lisasart.com/blog. don’t know if makes a difference.
Still getting same error above.

I finally figured out what was wrong at this point. I had gotten frustrated and was just uploading the folders, so it created a sub directory.
I moved files and now it’s working.
