Are you getting the same question asked for different versions of WordPress, on different servers on different host with different plugins etc.

Indeed this was the solution. Since I was only using WP I went with defaults instead of kitchen sink configuration of my sub domain.
Resolution WordPress 3.3.x Can’t Upload files
On Plesk Control Panel
Select Domain(subdomain)
Make sure that
PHP Support is checked and set to (run as [FastCGI Application] )
