I try on Chrome, Internet Explorer, Firefox. Still doesn’t work.
I know its your plugin because when I deactivated it work fine on the widget page.

Page does have 2 scrolls but the second one is not displayed until you actually start scrolling, see video here where I’ve tested in Chrome http://screencast.com/t/WvFCn1kkRaI.
I’m not saying the issue is not related to Custom Sidebars, it’s possible that this is a conflict with another plugin but before we test for conflicts can you tell me which OS are you using?

Sorry about that, OS stands for operating system on your computer, in short I was asking are you using Windows, Linux or Mac.
