Cells with Apostrophe breaks

While importing, cells with apostrophe.. EVERYTHING including apostrophe and there after does not get imported, it just goes to next cell.

When doing a search for fix I found this topic:

That mentions “typographically nicer apostrophes”, is this the problem I am having?
Should I be using a certain encoding in my csv?
I am actually using excel and saving as csv.. should I actually open then save using a plain editor?
