It’s true that the default placement for Jetpack’s sharing buttons is at the bottom of the post. However, you can customize the placement of these buttons using the jpshare shortcode available after installing the add-on plugin here: Sharing buttons shortcode for Jetpack.
A sample shortcode would be [jpshare services="facebook twitter linkedin"]
Although there is no direct option to place the buttons at the top of the post within the Jetpack settings, you can achieve this by making use of the jpshare shortcode shared above.

Yes, that is correct. The shortcode is what displays the sharing buttons, so the shortcode needs to be placed wherever you want them to appear.
You also have the option of adding custom code to your site to permanently move the sharing buttons. We’re not able to help with that custom code, as it goes beyond our scope of support. However, you can find some custom code examples for that here: https://jetpack.com/blog/moving-sharing-icons/
