Are you referring to the Cart page, or the Order-Pay endpoint?
There are several plugins that can bypass the Cart page and take you directly to the /checkout page, and there are even a few ‘One page checkout’ plugins that combine the product display, billing / shipping and payment gateway fields into a single page.
If you have a plugin that makes use of the Order-Pay endpoint, that often is used by Hosted Checkout solutions and typically can’t be bypassed unless you change your gateway plugin.
