Also, I received this email back from Bluehost support when I asked about the security issue because an admin account will get set up if someone tries to install when that screen is up.

I am curious if you spoke to someone at Bluehost (as I tried to call today and they are closed). I had a similar problem this morning and about a month ago — and I think it is a Bluehost issue.
I believe that if someone tries to install WP when the screen you were showing is up, it will generate a “Hello World” post, along with a sample comment and extra default links for your blogroll. Check users to make sure that an extra admin account hasn’t been set up. This is very annoying.
